Chinese characters are complex and know I need to use big5 or UTF8 but how do Chinese sites get Chinese characters in their url? If I created a directory like: %E9%BA%B5%E5%8C%85 Would it be read as é¢åŒ… ?
You shouldn't use Chinese characters in the URL. Most Chinese websites I've come across dont do this because it's not good practice.
You can do it. The characters will just be encoded to the URL entities. Just like space character is encoded to %20, the chinese characters will be encoded to their own entity. But like I said in the previous post, it's not recommended you name your directories as chinese characters. You can have chinese entities in URL if you're trying to pass a GET variable (say for example something like a search).

chinese directory submisson gives a good backlink.. tested and proven. i have directory list and use to submit using chinese character. no problem with that as long as it does not affect someone.
