You can use stylesheets to have text but replace it with the image. Having those keywords stuffed into the bottom of the page as tags will look spammy. Ideally, remove the images for text and just use text.
It would probably be better if there was a paragraph of actual text with all the words baked into it, to make it look more natural. You could also put the most important words in the page title, of course.
