Can this harm your ranking??

What if someone created 100's of links to a site's home page and to important internal pages, then took them all away and replaced them with a new set of links on a regular schedule.

All the links come from different domains but all are hosted on the same server and owned by the same person.

Just wondering because I am looking at a site that is slowly losing traffic, now up to almost 50% and the above is one thing that is happening to the site.

That site will use his ranking sooner or later , probably within the next crawling.

Rotating links are generally used for rotating banners for sales purposes. Pay per click banners sales.
You will continue to loose in ranking/visitors and sales because your website is very UNSTABLE to the web crawlers. Get off the roller.

yeah your losing all the links to one set of pages and moving them to another so basically starting all over again each time this happens. Also i would imagine this would throw up some flags at google

This might hurt the linking site ranking for sure, try to avoid mass changes with the links ;)
