Can the amount of words in the <TITLE> tag weaken keywords?

Most of the search engines stop indexing <TITLE> tag after a certain amount of characters, but is it true that more characters weaken the strength of keywords?

For example if I use word A and B in my <TITLE> tag. Are chances of a good ranking for word A higher if only include word A in my <TITLE> tag?

i've been reading alot about seo and one of the things that i've read is that the shorter your keywords in the title tag the better ranking.this can be tricky because you don't want to use a competitive keyword like "cars" for example in your title tag,it's better to use kind of like a phrase "fixing cars".

the shorter the keyword the better but try to find a keyword that's not so competitive for your relevant site.
