Can someone tell me what cms this is?

    Could be custom built, but I've seen alot of really similar sites with the menu on the top, articles with "read more" links and the recent forum post in the top right corner.

    I'd like to have a similar design..

    Looks like Mambo http://www.mambo-foundation.org/ or one of its forks (Joomla, Elxis, Aliro, etc)

    Dont think it was done by any CMS software

    its a bespoke development, as you cannot see any trace in the page source
