    I think the photo is of a Ganesh Temple in Rajasthan. Lord Ganesh is one of the dieties in Hindu religion and his vehicle is a mouse, so in this temple mice and rats are considered to be holy and the people donate food and milk and other items for them.

    There is a Temple in Rajasthan I don't remember the name
    In that temple rats are worshiped as god,So they use to feed the rats:)
