Can someone please answer this for me?

    I am starting out as a complete newb and trying to bum market.

    I found a long tail keyword that has 16,000 sites on Google WITHOUT quotations.
    With quotations it's about 6,000

    Should I only write articles for keywords that generate around 6,000 WITHOUT quotes?
    What is your policy on quotes?

    Tail keywords with in quotes return more specific search results. You can enroll in sites like ezine to get a clear picture about the policy.
