    Usually yahoo gives you more than 1 listing for the same url. But in this case Yes they spent as much as that and that's pocket change for them.

    If you want your inner pages to rank high in the SERPs, thats what you do. They obviously have deep pockets.

    Actually many of those listings are like business profiles for businesses listed in their site. So either those businesses submitted their profiles/websites or yahoo editors did. It doesn't surprise me that even the city.citysearch domains are added by yahoo.
    Yup, provide quality links will come organically.
