Maybe somebody else can suggest a better tool to check if PR is real, but even if the PR is real, it's really weird that a website like goowy.com has such high PR.
It is depend on design, no error such as html or any programming, how old is the site, link back ( they have 24000 on june 06) and more SEO related reasons.
It also may help that it has some pages from adobe.com linking to it as a flash example. Remember adobe has a crazy amount of backlinks
