Can someone explain these results?

    For the last three months, my site has not been ranking nearly as well as it did for the last three years. What is frustrating is that datacenter checks show my site at or near #1 for my keywords, but actual web searches show my site much further down the list. I thought this was some sort of "big daddy" situation since it happened around the same time last year but the rankings came back in a month. Not this time.

    For example: McDar's Google Checker
    This will take a few moments to process. But you'll see that according to this tool (and I've tried several others) that my site should be #1 for the phrase police lights. Yet it shows up around 30 now according to the KWT.

    I don't understand what's going on and the only conclusion I can draw is that my site is suffering from some sort of penalty. What's even more frustrating is that this happened shortly after changing the site layout from tables to css. My site looks much better, but the rankings now suck. I have to wonder if something in the new css layout trips some sort of flag on google's algo?

    I'm hoping someone can offer some insight as to what the heck is going on.
