can someone create another account after google bans?

    New ISP (New IP infact)
    New Address
    New Payee Name
    New Site :)

    thats it.. then you can signup for Adsense again

    First you have to look why they have banned your account. If they have banned your account then this means you have violated their TOS meaning that you have been kicked out and not welcome back.

    So unfortunately you are not allowed back in.

    If you change your IP datas and if you use other person's data like you (brother,sister, etc. ) they can accept you but it's not legally.
