    As long as the article only appears once on a site, some say it won't cause you any problems

    There is no limit on how many times your original article can be copied or syndicated by other sites. Again, Google will not penalize you if your articles are copied by other websites.

    According to me you should submit your article first so that you article will be indexed first. And if you are using duplicate content then it might affect your page rank.
