There is never any way to tell what language a site is written in for certain as whilst Pricegrabber's pages use the PHP file extension you can remap any language to any file extension you want... eg MySpace uses the CFM file extension but actually replaced all the coldfusion programming with .Net a couple of years ago.

For a site of this size you would have to give a requirements document for someone to give any kind of meaningful price for the work. Assuming that the reference sites were built by "pros" in a western country with the intention for it to be big in the first place you would easily be looking at a good few hundred thousand pounds if they used non-employees.

If you have it developed in India or equiv you may get it for that low a price. One 1/2 decent off the shelf solution I saw was $10,000 and even with that it was fairly limited in capabilities... a lot naturally depends on the requirements.

cant find a clue about the language except for some of the pages of pricegrabber got .php extension, but even that its not a 100% guarantee that its written on php because they can map the extenstion in the server (i cant think of any reason which they have to do this, so i think it should be php)
