You can transfer all the data from your phpbb forum to vbulletin forum through a free transfer tool from vbulletin, called impex.

You can easily migrate your posts and members from phpbb to VB using impex script. You can download the migration script from their member's area.

The first part of your question has already been answered with VBulletin IMPEX.

In my opinion, smf is leaps and bounds better then phpbb. Mainly due to the security factor. smf has a pretty good reputation of being secure. When a flaw is found, the smf developers release and update in a timely manner.

VBulletin includes a conversion script so you can transfer all the data (posts/members, etc)

That didn't happen when the phpbb 2.x series forum was transferred to vbulletin, not too sure about 3.x series though.

PHPbb has changed hashing method for password in version 3 so I believe we may required to reset the password.

How about migrating from SMF to Vbulletin? Will it be a breeze and painless?
