Facebook does not sell likes. But you can, sort of, buy likes from them by linking your FB ad to your fanpage. It's the fastest way to getting real, genuine likes. I'll advice you don't buy likes from people who claim to sell them, because all you'll get will be fake likes. They use fake FB accounts to auto- like your page.
I think that's a paid ad. And for me its not about the worthiness of a page, it's all about visibility.

In a recent Infographic about Facebook that I have seen, they claimed that 35% of all Facebook Fan page likes are coming as an entry to a giveaway. If you want to spend the money, spend it wise by getting real likes using Giveaways and don't buy any Facebook likes as they are all fake. If you want free likes try out social media exchange websites, you can easily get likes to your fan page but it should be of a quality that people will accept to like it.
Don't buy likes. You'll get fake ones. A better option is to share posts and links with the same or similar fan pages to get likes. It's common to get 100 real likes or more a day for some niches if your page has 1,000 likes or more.
