Can Paypal Indian users withdraw money to bank account/use paypal balance to buy?

Is it possible that we make another paypal a/c with different info and diferent country(other than india), then we will transfer our funds to that a/c and again to us, untill I got some of my friend's verified a/c.
It is very important for me to know these things because in a few days a small amount of money will be transferred to my paypal a/c and and it is not a verified account because I can't verify it due to some limitations in paypal.
