On page factors do help in your rankings. Using a good title , h1 tags go a long way.

Along with a good title and headers, make sure to have a good keyword density - mention the keyword you're targeting multiple times on the page.

Onpage is the initial part of SEO. Yes obviously onpage help on boost in ranking. But till for a particular level. That means if your keyword is not very high competitive and your domain age is old, then you can expect your keyword rank with 100 or 200, but after that offpage work. You can bring your keyword within 30 by doing good offpage activities.

At least the basics - good title tag (keyword rich), H1s and keyword density (2%-8% max) are very important for the SERPs

Yeah, On site optimization is as important as off site SEO. Basically good SERPs are a result of both of these, onpage and offpage optimization!
