    I try to post a tweet to this tag but it never shows in the tag conversation stream
    What do I need to do to make that happen

    If they follow you back, then they will be seeing your tweets, but if not, then, yes, they should be still seeing them, but just ignoring them - try using their @ rather than just a hash tag.
