If they follow you back, then they will be seeing your tweets, but if not, then, yes, they should be still seeing them, but just ignoring them - try using their @ rather than just a hash tag.
Are you tweeting a hashtag to someone you follow? Example: @Username Insert message here along with the #trendingtopic
