Can .Name TLD be used for commercial purpose?

Can .Name TLD be used for commercial purpose? like business.name

I know what it is intended for, but my question is, "is its commercial use legal"?

In my opinion, the .name domains are bad for a business.

.Com is the ideal for businesses.
