Can merchants block payments from unregistered paypal users?

Is it possible to block payments from users who haven't registered with paypal? So that the "Don't have a PayPal account?" link would not appear on the checkout page.

Also, can direct CC payments be blocked?

Yeah, GMF, you can pay as a paypal guest. When you click a paypal buy now button to make a purchase, you come to a page that asks you to log in. Under the login form, there's a little link that says "Don't have a Paypal account?", like x0x mentioned. Click there and you can pay with debit or cc without having a Paypal account, if the card you're using isn't already associated with your Paypal account.

x0x, try looking through Paypal's help forum. I found a reply to a post that said you can make that guest pay option unavailable, using options on your website. So at least you know it's possible. Now it's your job to figure out how.
