can ip be banned or 'tainted' in google?

If I am running some sites on a dedicated server, and someone on there makes a spam site, can the other sites hosted on the ip be affected (or tainted)?

I noticed the pr dropped off a few sites on my server to zero, however they are still listed in google.

Secondly, if I order some new IP's, do they have to be on a new block?

For example, let's say my ip was:
    61.12.7.100

If they gave me new ips:
    61.12.7.101
    61.12.7.102

is there a chance that those could have been banned too automatically with a 61.12.7.1xx ban?

Thanks I hope I have explained my question right.
