Hello, If we submit 1 URL into like Diggo, Delicious, Tagza and more Social bookmarking sites url accepted and bookmarking is done. But next time we again submit the sits's gave a message "URL already exit". So now Can I short my URL and submit into all Social Bookmarking site with different titles and description?
First of all why do you want to submit the same URL again and again. But of course some of the website does accept such type of URL but some won't.
Try it. I am not sure if it is the domain of the url or the full url. If it is the domain youmay have an issue but it may simply be that their bookmarking system thinks you are accidentally trying to submit the same url more than once by accident. The best way to know is to test it out.

Shortened URLs does not provide any value to your site as they are not redirected to your main sites URL with 301 redirects. So don't use them in SBM sites. Also you not need to put your site URL again and again in a site. SEO is a continuous process so find new SBM sites where you can share your site content and URLs.
You can use short urls in social networking sites & not in social bookmarking sites. The shorten url helps you to measure traffic came through social networks.
