No. Paypal only accept Credit Card VCC. Might be USA USer can verified by using their bank account or Debit Card. PayPal only accept Credit card for verified purpose.

Sticker is right, HDFC users can generate temporary/virtual cards using the netsafe feature. These are as good as real credit cards. So paypal will accept them. How you get the 4 digit code is something I don't know. Email HDFC customer support to know how to get a statement. As for Mr. Vivek, how do I verify that you are are real employee of SBI? Although, the domain you are using does redirect to SBI and i suppose you are not asking for data that can be misused.

I HAVE USED a SBI yuva international debit card (verified with visa) to open a paypal account, thxx to Mr. Vivek (getverifiedpaypal@statebank.org.in) who mailed it to me. So Indians can use a debit card after all. Kudos to Mr. Vivek!!!
I used ICICI debit card and my account is verified. But i have submitted my credit card info also. Then only they accept... First use your credit card to get verified. Then use your ICICI bank or any bank account numner to get direct deposit of money.
Its easy & Safe process to register for VCC 1. Search for HDFC Netsafe card & Register there for HDFC Netsafe card 2. Use your HDFC debit card for input detail. 3. After registration, login with your created login name and password. 5. Make Netsafe card of around 120 Rs. 6. Your VCC (Virtual credit card) HDFC Netsafe card is ready for use, note down card number, expiry date and type of card (VISA or MASTER CARD) 7. Login into paypal, and verify it using above VCC card number and expiry date. 8. If above step is successful, login again at HDFC netsafe account. 9. Check your account all transactions for recent transaction, you can see 4 digit number with other alphabets,(like pp*8147paypal) note down that 4 digit number. For example 8147 is the number in above code. 10. Login at PayPal, confirm your card by entering that 4 digit number. Your PayPal account is verified now. There will not be any restriction in future in your PayPal account for any amount of transaction. Aryan Arya
