I'm not sure if I'm the only one confused, but it was disapproved so how can you use it. You will have to get an active/approved adsense account before you can use it on ANY site.

If you were not approved you can try again using the same website.
If you lost your account due to not following TOS your ID will no longer work and you will need to get a new one.
If you want to use a new ID on an old banned site, that would not be recommended.

First you need an approved Google AdSense account. Then you can use it on any of your web site, if they follow AdSense terms and conditions.

How can you use an account that was disapproved?
You need to reapply for a new account, keeping in mind the reasons why it was disapproved for the first time. You may then, after approval of that account use it on your sites.

No way pal. Once your account is disapproved it is gone for lifetime unless you are very lucky to get it back.

Once Google disables one publisher's account, it’s really difficult to get it back.

From our experience, they don’t really disable without a good reason. Also, you could try to file in an appeal against your ban. But, less than 1% to get it back.

If your account was banned for some policy violation, you may get back your account provided you corrected the issue and notified them. For more information on accounts disabled for policy violations, see https://www.google.com/adsense/support/bin/answer.py?answer=107023

In my humble opinion, no. I think they will find it out and reject your application.

don't confuse being banned with being rejected.

i applied the first time and got rejected, because my site only had 1 page.

I then built more sites, and applied again, and i got approved.

make sure you have a privacy policy page, about, etc.

Disapproval does not means you cannot reapply. It is normal to get rejected by Google adsense in first few times for smaller sites. That does not mean, Google will never accept them.

If someone's account got banned by Google adsense, it is for lifetime.

You can apply using that new website but if you have been banned before, you won't get a new account unless if you apply using different address, you can still register them under your real name.

you just need to put some disclaimer on your website that google has rejected,..I think that explain all the issue..

You can't use disapprove adsense application for a certain domain (free or not) but certainly you can reapply for it together with your new domain (free or not).
