No, you can't Because Google hasn't provided the facility of HTTPS i.e. a facility of secure protocol to bloggers.

I think Google would make any blogger.com's user to use HTTPS (paid or free) once secure connection has become a necessity. It could be next few years or probably not at all. Blogger.com is designed for simple blogging and not for complex site. I think the majority of successful blogger think Blogger.com as simple and basic blogging platform. While blogger.com is good platform, it is recommended to use self-hosted platform to make serious site. Blogging with self-hosted platform will enable user to make lots of improvements based on their need and also grant them more control over the site.

Blogger.com at the moment only allow HTTP connection and didn't allow anyone to upload certificate which enable them to use HTPS connection. As I already explained in the first paragraph above, they may decide to use HTTPS in next future. You could wait until they support it or experiment with new idea.

Here are an idea which may useful for you:
    1. Purchase domain and use Custom domain for your blog.
    2. Use Cloudflare as CDN and load balancer.
As far as I could remember, Cloudflare enforce all user to use HTTPS (even free plan). Try to use Cloudflare and your domain (site) will be routed to HTTPS using universal SSL.
    Note:
    1. I never use CloudlFare with Blogger.com platform.
    2. Enabling HTTPS connection for platform which designed for HTTP may cause problem such as widget not working properly, broken CSS, site not loading at all or endless redirect loop. Use with caution.
Using HTTPS is recommended because it enable any site to use secure channel (with/without strong encryption). While I think the use of HTTPS to boost search Engine is a bit exaggerated, I believe HTTPS have more benefit than standard plain HTTP. In my opinion, the best scenario to use HTTPS should be to improve user experiences, enhance security and provide visitors with trusted services.

There are lots of domain registrar and hosting company which provide affordable SSL and hosting while registering domain. Setting up HTTPS with self-hosted platform is relatively easy. Most of the times, domain/hosting company will help you install it for free.

In conclusion, it is recommended to use self hosting platform if you would like to use HTTPS. The best scenario to use HTTPS is to provide visitor with secure connection and verified Identity. Sometimes, Hosting and domain company provide affordable (Trial or even free) SSL for their customer.

You can't install SSL on your blogger account. Because It requires dedicated ip which blogger does not provides.
