I'm sure Google would gladly take your money, but I think this is a bad idea. Google AdWords click prices are quite high. You would have a very tough time making money on that expensive traffic. Instead of wasting your money, focus your efforts are trying to get free organic search engine traffic.

    You can
such practise is used much from many adsense publishers.
This is not against google TOS, but actually beter use it and develope your website, to get google natural traffic. It is better for you and your earnings.
Also google adsense can ban you if you use only small website without eny development and get traffic only with adwords

You have to have content on the pages. It can't just be a page full of ads. Also, I'd be surprised if you made money on this.

If the url on the ad is different than the destination page then you will get your ad pulled.

Sure, it's allowed and Google has no problem with that. In fact, they love that.

You used to be able to do it, was really popular. I think you still can but they might try to make your ads cost more or something. Try the adwords/adsense forum here instead

As far as I know, it wouldn't be contrary to Google's TOS. However, as someone has said, it is probably not feasible as a business model, your advertising costs would outweigh your revenues.

Google intends AdWords and AdSense to be used in conjunction with good content that is appealing to visitors, not as the sole basis for a site.

Sure you can do it...you'll lose your adsense account at some point for arbitrage reasons

It's allowed, as you can see some "made for adsense" site advertised in adwords program.

well just try it, if you really want to, and are willing to take the risk - and cross your fingers, that you don't get your adsense account banned.

based on the comments, there isn't a unanimous answer anyways.

This is allowed by google-- but good luck getting around their quality score system to get a good cpc rate. Unless you build a quality site that provides unique value to users, they will raise your cpc rates so that you will end up losing money.

In short, if you're looking to do adsense arbitrage, expect to lose money unless you build a real, valuable site (or have systems in place to find cheap keywords to drive relevant traffic)

Yes, you can do that. But if you want to earn money from adsense by adwords, you will pay adwords more get from adsense.
