I am an Indian, planning to take a Bank Of Baroda Visa Debit Card (with cvv code given). But my question is that, can i use this card to shop & pay via paypal. Suppose I am planning to buy a wordpress theme costing $30 & the theme maker is taking payments with E-junkie's Paypal processing. Now if i link my Bank Of Baroda Visa Debit Card (with cvv code given) with my Paypal account can i purchase through it ? I have got 2 information for this question 1. Bank of Baroda says that their "Bank Of Baroda Visa Debit Card (with cvv code given)" is enabled for online purchase. { Refer to this link : www[dot]bankofbaroda[dot]com/vbv[dot]asp } 2. Paypal, on this link, saying that "I can add my debit card if they have a MasterCard or Visa logo" to my Paypal account. Anyone, if can, please clear my doubts. And also i Think that this is a question for many Indian users

Oh thanks for the info.... After searching months about why this rule for Indian users i finally realized that Paypal will be treated as a banking entity if it is allowed to keep money in user accounts (as mentioned by the RBI). And Paypal is not agreed to be so. So they just made this change for the Indian users to comply with the RBI guidelines. I am agreed with all the terms & conditions for Paypal money withdrawal policy (as of now it is set to be within 7days from receipt), $500 limit, Pan card details & all. But using a credit card for the small earning freelancers (like me) who earns not more than $60-$70/month from freelancing is not a good option (or in other words, it is difficult to afford one). Previously via paypal we can easily buy templates, themes, hosting and other plugins for web developments. But now it is totally impossible for us to continue these things. So I think Paypal must revise some rules for people like us & also for the Indian users also. BTW; I personally have an idea for this problem to be resolved, ## Paypal have set the rule to transfer all received money within 7 days to personal bank accounts. By this way Paypal is complying with the RBI rules to not be a banking entity. So why don't Paypal makes an option like this >> || All users must use or transfer the money received within 7 days from the date of receipt. || By "USE" I mean to say that suppose I received a $60 payment on 1.1.2012. Now it depends on my choice that if I pay my monthly hosting bill of $20 & transfer the remaining $30 to my bank account, or pay all the money for my needs, or transfer all the money to my bank account which is to be performed within 8.1.2012 (i.e. 7 days from the date of receipt). All in a shell, I can not retain any money to my Paypal account & must use or transfer the money in full or the balance remaining after my payments. If this can be set, then Paypal will not break any RBI rules for acting as a banking entity. And will also be useful for the freelancers like us and all other Indian users...
In my personal View, I think fund in user account do not belong to user country until it not transferred to user account. How can RBI claim that fund belongs to India, When it still in outside India. Actually Simple way is this. Withdrawal Rules should be act only for those users who want to Withdraw from Paypal to their bank. For Sending Purpose there could be rule that User can send Money Only if User has Sufficient Fund. This rule is only to act when user did not attach credit card. Rules something like above can help lot of People. Actually i have fund in my account but i have no credit card and i can not afford it. So i am not able to Send Money. Then it's no use to get fund in Paypal, So Paypal useless for me or for People like me.
Always use Credit cards to verify or use for your Paypal account.VCC'''s are very risky for your Paypal account
