There a way I can transpose a domian when they see my IP address. For example I'm in the U.S. and I'm pulling up a domain in China, how can I fool that domain into thinking that my ip address is from China?

only a cyber criminal would want to do so
or do you have a honest legitimate reason to fool the world ?? to fool US ALL ???

IP's are assigned to an owner who in turn can be found by a query
    whois IP

the purpose of such is to keep our planet free and clean of cyber crime

On a more practical note, if you want to hide your IP address, you will need to access that website through a proxy service such as the cloak

Its a genuine question as id like to know how also, as the UK are no longer allowed to go into MSN chat and I used to enjoy that. Is there a way to make MSN beleive im in US? I tried connecting via a proxy but no joy.

You would have to spoof your ip address. While it can be done it takes quite a bit of know how. You actually have to rewrite the tcp/ip stack. It also only works in a single direction. Any packets you send out will work, but no responses will make it back to you because they will be directed back at the spoofed ip address.
