Can I take free website templates port them into a proxy template then distribute it?

What i want to know is can I take a template from:

http://www.freecsstemplates.org/

and make it compatible with my proxy scripts such as glype and phproxy then distribute it for free with my link added in the footer?

I will keep there link in the footer as well!

You can add a link in the footer, but also need to reference the license. Others would also be able to use your template and modify it.
