Might be a dumb question, but what's PPT? I did a quick Google and it doesn't shed any light.
If by prize, you mean a reward for a competition then it's unlikely you were guaranteed to win.

The value of the prize needs to worth the risk of launching a lawsuit and failing. Lawyers can be very expensive.

You need to know his location so that you can serve him and you need to be prepared for the likelihood the matter must be pursued in a court where he lives -- because that is where the event happened. If you are lucky, you are both in the same city. If you are really unlucky, he is in another country.

Years ago I was involved in a suit in another country. We won the suit and all appeals. But, the courts did not award us our costs and we ending up spending several times the value of the judgement to make our point.

It might be easier to lodge a complaint with the website host service and domain registrar. Use whois to find out who is behind the site and where it is hosted.

Or have them investigated for false advertising, depending on your location. And if the contest involved something like posting, where they got content out of you, I'd contact them to remove your content b/c of a copyright violation if there wasn't any compensation as detailed if you won the contest... there are a lot of variables here, but in most cases, I'd say suing probably wouldn't be worth your time.

Depends on How much they were offering .

If you are relying on contests for an income then just forget it ! .
