You can, but I would have a gues that the majority of blogspot blogs are not listable as they are just plain crap.
if your blogspot is exclusive with a particular content, then u will get accepted soon.. u can see many blogspots in DMOZ
The same could have been said about the THOUSANDS of geocities pages they had... the same could be said about the 20 thousand Topix listings that have. CRAP is not something that matters when editors consider a listing, it's all (supposedly) about unique content.
Never hurts to try. Good quality content might help. Expect it to take a while, and realize that it may not ever get listed. It only takes a few moments to submit so why not give it a shot.
No you cannot. Rules of the ODP say that you cannot submit the same url more than once using sudomain submissions of submitting internal pages. For example http://www.blogspot.com is featured in DMOZ. So you cannot submit http://yoururl.blogspot.com as it is a sudomain of the previously mentioned. Hope this helps.

You are not an editor right? Well, I've already had this discussion with editors, and sadly you are wrong! http://forums.digitalpoint.com/showthread.php?t=1713313&page=3 Check it out! Now Editors are more then OK to add in deeplinks to a single site tens of thousands of times! But gods forbid any submitter even ever try... sorry, but it's a double standard that two editors are insisting on in the thread I linked too. Who are you & I to disagree with their all knowing wisdom of such matters?

I'm just backing up Josh here... BLOGSPOT.COM already exists on the ODP therefore it is against the rules to submit it additional times, though through the doublestandard which is DMOZ it's prefectly acceptable for an editor to add additional pages within that URL. EDIT: here is the quote from the guidelines backing up what Josh has said... Do not submit URLs that contain only the same or similar content as other sites you may have listed in the directory. Sites with overlapping and repetitive content are not helpful to users of the directory. Multiple submissions of the same or related sites may result in the exclusion and/or deletion of those and all affiliated sites. So it's clear that submitting additional blogspot blogs could potentially get ALL of them deleted!!!!
