Can i submit a forum on a web directory?

Both kinds exist.
General directories usually have a category for forums.
There are also niche directories specifically for forums only.

Directory of Forum Directories lists about 40 forum only directories + many general directories with a forum category.

About the 40 forums thats terrific lol!! I have more directories than before now

 

I think you'd have more luck if you submitted the forum as say a subdomain i.e. forums.site.com

Also my 2p worth - use "forums" instead of forum (Hey DP does it and can't be wrong). Setup up a redirect from forum to forums also...
