while your site is unders construction, you may just outline the main seo techniques appropriate for your niche. Like , make a list of directories you will submit your site to, etc. No sense to do seo for the site incomplete.

You could at least be doing some keyword research using online free keyword trackers to get more focused and highly searched keywords which can then be input in to your meta tags when you have finished the website.

    Depends...

I have a new topical website/blog developing but it is article focused so there is nothing to frustrate customers besides a lack of content volume. It will never be "finished".

If you are selling a product, absolutely not! Most won't come back to buy later where my 10 or so articles offer some hope of return, if they like what they read.

SEO does not work in a vacuum, your content is part of the SEO too, or it should be!

This is by far the best time to be optimizing your Web site for the search engines. What you need to do is start by picking your niche (I'm assuming you already did that), determine what your site's role in that niche, conduct an information architecture audit (determine how your pages and sections are going to be organized), conduct your keywords research and competitive keywords analysis, write the content, design and develop the site (inter-linking your pages together appropriately as needed), correct any server issues (canonical URI, duplicate content, wrong HTTP headigns, and so forth), then launch and promote.
