can i start a service like this?

    hi, i want to start a similar service like this http://forums.digitalpoint.com/showthread.php?t=901075

    all i need to confirm is that can i start such a service here on DP? i was confused if its allowed here or not though i seem its allowed. i need to know your views and some mod's answer to this.
