Can I send payment using my debit card to paypal?

Paypal is not available in my country and I want to make a payment to another person who has paypal. Can he accept debit card payment using paypal?

 

If its a visa or similar type card I think so. But not an ATM card.

 

There are few contries from where paypal allows to only send money. If your country is in that list then you can send money.

If you are from a non-approved country of Paypal, you will not be allowed to send money through Paypal to another paypal account holder. At least not directly.

He can accept the Debit Card Payment as long as it is an international debit card (VISA or Mastercard) but not from a buyer from a non-approved country.

Yes, he can accept the debit card payment assuming that he has a business/premier account or if he is using a personal account and have not exhausted the 5 credit/debit card transaction a year.
