Why not but your sending limit is $100 for unverified paypal account. If you want to send more then you have to upgrade your account to verified paypal account.

Yes you can but you can't receive funds if you are not verified. Correct me if I'm wrong :D

No. You are wrong. You can receive unlimited funds in your unverified paypal account. There is no limit for that.

Actually you can receive funds if you are unverified, it is just that you do not have a lot to spend if you do not get it verified. They will assume that you may need time to get your account verified because not all banks offers instant online statement for their credit card.

You are right to some extent. PayPal has added few new conutries to their allowed list and as off now those countries don't have the permission to receive funds. Means they can only send funds even if they are verified. Else others can send and receive funds with unverified accounts too, but there are limits in place for sending PayPal money. No limits for receiving money (discussed above)

No one can withdraw funds to a US bank account unless he/she has US verified PayPal with a bank account attached. So, in my view you are wrong once again

You can send a total of $100 to other PP users. Also you can withdraw $500 to a US Bank account. This is what their site says.

I am not sure what it said in the Indian Paypal account but for me as a Singapore, they give me the option of adding a Singapore Bank or a US Bank in the mix. Of course although paypal offers me the option, it is impractical for me to use the US bank as I cannot get a US bank account set up without having to visit the US to open it and using a foreign ATM card here can be very expensive. I guess the option is open to US citizens who are residing overseas.
