but if you send the money as personal payment, paypal is not responsible for any fraud. So make sure you don't do it in a business trade.

Send money via Personal/Gift option. It will not include fees. Also it varies upon country if you can add funds using your debit card. Just have a try.

Some countries can send payments from one person to another as 'personal' with no fees while other countries have nominal fees (a few cents to send a payment). You'd have to give it a try.

BTW: What country are you from? That would help with the answer.

Yes. When you send money though PayPal, you have two options to click: Online Purchases and Personal Payments. You need to click on Personal Payments and select Payment Owed from the options below. There will be no deduction if you will send money this way. I think this also varies depending on the country. I have a friend in India who does not have this option and had to receive and send money with the deductions.

You should not send the money as gift if you are doing for business reasons. If paypal find out then they will limit your account.

send it as gift - it will not eliminate Paypal fees but would be close to none if you fund it with a bank account.

Generally, how much is the fee charge? 6% of the amount you send to? or a certain amount?
And I heard someone is using xoom.com, anyone heard or used this service before?

Here is what I send to my clients with the payment procedure :

Important: When you send money, please always select ''This money is being sent as a Gift'' in the ''Personal Transfer'' tab. This way, you won't have to pay any PayPal fees.

90% of them follow this so I usually don't have to pay the fees ;)

Could you tell me why they do not responsible for fraud? Is there any reason? Or because they cant get any payment then they do not need to help this regulate the problem?

Bcoz sending as gift means a personal payment , its not for any service or watsoever , if u you get scammed you cant issue a charge back

You cannot add funds in ur paypal a/c , when u want to pay some1 else than you can send it via ur debit card
