You don't own the blog itself; only the contents.
So, you cannot sell the blog but give administrative access to the person willing to pay for it and take over all the rights in your contents.

It seems to me such affairs it is necessary to carry out so that anybody did not know about it. Exclusively from the legal point of view to sell a blog on Blogspot rules it is forbidden.

You may be able to sell it secretly but if Google would find it out, say goodbye to that blog. However, I doubt whether Google would ever know it. It won't.

You can't sell it legally, and you can't sell it here.

Well its unethical to sale out your blogger blog. But if you transfer it to someone personally i mean give away your id who can stop you. ;) i think you got my point.

I guess you could sell the account, even though it may be against the rules you could sell it wither the username and pass. Although, unless it holds pagerank or you have some good content it wouldn't be worth much.

No. It's not your blog. It's Google's blog, they are letting you use the platform to publish it. the only thing you retain rights to, is your content. That's it ! The blog is not technically, or legally yours to sell.
Doesn't meant that you can't make a deal with someone under the table...anything can be bought and sold if there is a buyer, but it is not a legal transaction.
