You mean you want to republish and sell a book that someone else owns the copyright to, and publishing rights for? ... NO.

No, scanning just not grant you rights to reproduce or publish...

    Are you being serious?

Let's say I have a physical CD. Can I record it into an MP3 and sell online?

Let's say I have a physical DVD. Can I transfer it into an AVI file and sell online?

I don't understand why you'd even ask that question.
