Yes, I do believe you can register CO.UK/UK domains being outside of that country. If you do need to be a resident, some registrars offer a trustee service where they will meet the requirements for you. Hexonet and 101Domain both offer this.
Anyone wanting a new .uk domain, where there are no existing domains of the same name with rights (.co.uk, .org.uk, .me.uk, .net.uk, ltd.uk or .plc.uk), will simply be able to register the new .uk domain. Well you need to have UK address in order to buy a .UK domain. Else your domain will be deregistered and money will be refunded.
