I have several links in my website - if someone places the cursor over the link there can be made some mouse-overs. Can AdSense Ads be placed in that mouse-overs ? Does it violate AdSense TOS ? Thanks in advance.
It might qualify as drawing undue attention to AdSense, which would be a violation of the TOS. You would have to ask Google for a final ruling.
Not necessarily -- the Adsense code could be placed in a DIV (or other element) and then the DIV displayed on mouseover... The 'undue attention' that KLB mentions may be the show-stopper....
It would be in violation of the ToS. Adsense ads may not obscure the content (such as using it in a DIV that floats over the link).
yes,it does violates the ToS. you cant put adsense on floating divs, mouse overs, iframes (in a frame with nothing, except adsense ads), popups, pop unders, etc
It's against the TOS for sure. It clearly states that the ads must be visible all the time. Any part of it must not be obscured.

Can I add some text in the frame to not violate TOS ? How much content do I write on the frame where the AdSense will be.
