    Can I put a banner right under 336X280 ads format?

    it's a .gif image banner from an affiliate program

    Is this violate the TOS?

    Is not allowed if their appearance is similar to Google Ads, otherwise is allowed.

    the 336X280 adsense ads is text format

    while the gif banner is image

    you can put banner wherever you want. It might just reduce your income from google adsense.
