Isn't that the whole point of the PLR package sites?

You usually buy/pay membership fee and get exclusive rights to a bunch of stuff that you can upload to your site.

There should be some form of agreement which lays down the terms of the purchase, wherever your bought it from - it would lay down all that you can do, and any exclusions of use.

Generally no. Most PLR sites offer content only for those parties that are members. I have seen a couple that give members distribution rights, but most do not. If the articles have what services they came from, you can check their ToS to see if they allow this or not.

No, if you did not get the articles legitimately by paying the member fees for them then you do not have the right to rewrite them. A rewritten article is a derivative work. The rights to make a derivative work are part of the copyright owned by the original copyright holder. By paying the member fees, PLR services give you the right to rewrite the articles. If you did not, then you legally cannot do it.

Of course, you can do anything you want, but it won't be legal to do so.
