    Can you PM to offer services to people who have posted related threads OUTSIDE of the trading forum.


    e.g. If someone posts in SEO section: How can I get more backlinks to my site?

    can you PM offering a back link package?

    You can, but if anyone reports you for spamming (and they will), you will end up banned. So yes... in theory you can, but you will find yourself banned pretty quickly.
