Well ... you have some kind of content on your site. Best way to find out is to ask google. That's my advice.
I view the word "content" as very loose...and there is probably wiggle room...I would assume that means you can't just put ads on blank pages...or ensure that there is content that Mr. Googlebot can spider to deliver relevant ads .
From my experience, since the page contains no actual information that can be spidered properly, I don't think it would be allowed. Good luck though
