    If the web site contain Anime episodes or something illegal, no you can't

    Actually, there's alot of anime and manga sites that are using AdSense, so might get approved by Google.

    There is a chance of getting banned by Google, and there is no way to get approved by Google if you submit illegal streaming web site :)

    If your content is generic and not banned by google then only you can set adsense in your site. Otherwise google will ban your account...
