yes. the problem comes in using another contextual ad (one that delivers ads based on the content of your site). Adbrite deliver's ads based on who buys your site. You content does not determine which ads show.

Yeah, I think it is against Google's TOS to place PPC ads from a competitor on the same page/website.
Competing is any other advertiser. They DO allow competing sites. Contextual is ads delivered based on the context (words) of your site. I am NOT familiar with Bidvertiser but looking at the site it says it is site targeted. If in doubt you can ask Google or the company and they'll know, I assure you. Adbrite IS allowed. At one time Adbrite had an optional contextual network. I'm not sure if they still do. If they do those would not be allowed.
Yes, it isn't against Google's TOS, because adbrite works different way GA. GA not allow bidvertise but accept Adbrite. I know some website place adbrite and google ads on the same page.
i had a hard time understanding what google says. maybe they need to define "considered competing" more. it does say 'include' instead of 'are' i emailed them. and they say:
