Can i pay the site owner through other site that pays with paypal ?

    I can't get a paypal mastercard in my country , but i m working with popads that i can send money to any kind of card holder , but i need their account adress , is that possible ?

    I don't understand what it is you want to do? What do you mean by "account address" ?

    If it is person to person then you can not. Paypal requires that you signup to send money. If it is business to person and use they are using the paypal merchant services then this is possible.
