    First Fresh content + try best to look on onpage factors for your blog.

    also You can edit the standard template to a more Search Engine friendly version - optimize the title and description fields.

    Build links from blog directories, ask people to link to you, syndicate your blog etc.

    Basically, if you want to use your blogspot presence as a website or to test things, you need to treat it exactly the same as a regular website.

    look this good example and get the some ideas from this blog

    ppc-manager.blogspot.com/

    they've used most of work in content + on page optimization and got the good rankings.

    try to search in google to get some good techniques for optimization of Blogspot website.

    I do agree on fresh content. Google very like it. Also you are running web application for your blog. I would recommend make all pages SEO friendly to get more profit.

    Yes of course you can rank well with blogger. There are many examples showing it.

    But then you may regret it and kick yourself why you didn't do it on your own domain. :)
    There are many things you can't do/add on blogger compared to your own domain. You can't get listed in some directories. Can't get accepted in some advertising networks ... etc
    Also very important: you can't sell it.
